Can I control or change the default payee that comes up when Ace Money fails to find a match in my list of Payees?

Also, how does AM parse the payee name downloaded from the bank? For example, Target sends a long string of numbers followed by the word "Target" I can't get AM to parse that string and assign Target as payee. How far in from the left does AM "look" to see if it finds a payee match? Is there some other way to make the match?

No.

AFAIK, it is just a simple substring search. If the specified search string exists anywhere in the downloaded description, then the specified Payee is used.
