The system cannot find the file specified

When I create a transaction, there is a wait and then this message appears:
"The system cannot find the file specified"
Any ideas?

By updating Windows, the missing file was replaced

[Cape]

You also get this reply if the internet isn't connected.
What data is being used or collected in the file that cannot be found and where is it stored?
